Victoria's Midday Power Saver: The Catch, and Why a Battery Changes the Maths

From 1 October 2026, around 2.6 million Victorian households will be able to opt in to three hours of free electricity every day, from 11am to 2pm. It’s called the Midday Power Saver, and it’s a genuine Victorian Government initiative administered with the Essential Services Commission. “Three hours of free power” is a great headline — but there’s a catch worth understanding before you sign up, and understanding it is exactly what makes a battery so valuable here.

The catch: free power isn’t free unless you can use it

When you opt in to the Midday Power Saver, your electricity is $0 per kilowatt-hour between 11am and 2pm. But the rest of the day changes. To recover their costs, retailers are permitted to raise your rates outside that free window — and the daily supply charge still applies as normal.

The Victorian Government is upfront about this. Its own guidance states the offer “may not be suitable in all circumstances” and that “not shifting usage could result in higher electricity costs.” In other words: if you can’t actually use much power between 11am and 2pm, you could end up paying more than you do today, because you’re now on higher rates for the other 21 hours.

For a household where everyone’s out during the day, that’s a real risk. Free midday power isn’t much use if nobody’s home to run the dishwasher, the washing machine, or the heat pump at lunchtime.

This is the part most “three hours free!” write-ups skip. We’d rather you understand the trade-off before you opt in than find out on your first bill.

Why a battery flips the trade-off in your favour

A battery solves the exact problem the catch creates. Instead of needing to use power during the free window, you store it — then run your home off that stored power through the pricier hours.

Here’s the mechanism, using a realistic setup:

  • The scheme has a fair use cap of 24kWh during the 3-hour free window. Draw more than that and the free rate stops applying.
  • An 8kW inverter running for the full 3 hours moves up to 8 × 3 = 24kWh — which lines up almost exactly with that 24kWh cap.
  • Paired with a 24kWh battery, you can fill the battery close to full during the free window, right up to the cap, without spilling over into charged usage.

So a household with an 8kW inverter and a 24kWh battery could charge their battery for free each day during the 11am–2pm window, then draw on it for the remaining 21 hours — largely insulating themselves from the higher rates that apply outside the free period.

We’ve deliberately matched the inverter and battery to the 24kWh cap here rather than reaching for bigger numbers. A larger battery wouldn’t fully charge from the grid inside one free window — you’d hit the cap first — so “fully charge a huge battery for free every day” is the kind of overclaim we won’t make. An 8kW / 24kWh pairing is the honest version of the maths, and it’s a genuinely useful one.

What this means whether you have solar, a battery, or neither

  • Neither solar nor battery: you can still opt in, but only benefit if you can shift real usage into 11am–2pm. Weigh it up honestly against your daily routine — for some households it saves money, for others it costs more.
  • Solar only: you’re already generating free power midday, so the scheme’s benefit is smaller for you. It mainly helps on cloudy days or if your usage exceeds what your panels produce.
  • Solar and a battery, or a battery on its own: this is where the scheme earns its keep. You get a second, weather-independent free charging source for your battery every single day, and the higher out-of-window rates barely touch you because you’re running off stored power.

The scheme’s core details — the free window, launch date, smart meter requirement, and fair use cap — are set out by the Victorian Government and the Essential Services Commission. The exact out-of-window tariffs are set annually by the Commission, so the precise size of the “catch” will firm up closer to launch. It’s worth confirming the final numbers with your retailer once sign-ups open, and there’s a cooling-off period plus the ability to switch off the Midday Power Saver at any time with no exit fees.
